In May this year, the government quoted an EIA report  stating that most of the sites in the Old Course of Fanling Golf Course “have ecological value” were not suitable for development, which once reduced the original development of only 32 hectares and then shrunk again. The rationale for this decision is questionable  , but the Government seems to have decided to keep only 9 hectares of the old site for public housing development. After the plan has been greatly reduced, it is fundamentally contrary to Li Jiachao's "speed and volume increase" who just took office.

The shrinking area is worth studying its development potential and providing additional public housing HOS flats to tens of thousands of Hong Kong residents.
